On January 27, H.E.Ambassador Guo Wei published an article titled “China’s Political System Contributes to China’s Effective Governance” in The Jordan Times. He pointed out that international community's favorability toward China continues to rise and China’s experience in governance has gained broad recognition, noting that secret of “China’s Governance,” which lies within “China’s System”. He also emphasized the China and Jordan should strengthen exchanges on governance experience, share development opportunities, and advance together on the new journey toward modernization.

The Chinese newspaper Global Times released the report of “2025 Global Survey on Impression and Understanding of China”. The survey covered 46 countries and over 50,000 respondents, seeking their perceptions and evaluations of China. The findings indicate that international community's favorability toward China continues to rise. The international community positively recognizes China’s contributions to global growth, technological transformation, and global governance, and expects China to play an even greater role.

Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has gained high recognition internationally. Concepts such as “building a community with a shared future for humanity,” “lucid waters and lush mountains are invaluable assets,” “people-centered development,” “comprehensively deepening reform,” and “full and rigorous Party self-governance” have resonated widely. Practices such as the implementation of the spirit of central Party leadership's eight-point decision and formulation of five-year plans receive international acclaim. The global public is generally optimistic about China’s economic growth, shows strong interest in Chinese culture and technology, and expects China’s reform efforts to improve global governance. Many respondents also hope their countries can further develop relations with China.

We are grateful for the growing attention and affection that people around the world have shown toward China. We also recognize that this reflects the growing interconnectedness between China's development and the global landscape. In a world full of turbulence and uncertainty, China remains firmly committed to peaceful development and win-win cooperation. People are increasingly eager to explore the secret of “China’s Governance,” which lies within “China’s System.”

The strong, centralized, and unified leadership of the Communist Party of China (CPC) is the fundamental guarantee of China’s governance. During the 14th Five-Year Plan period, the CPC, with immense political courage and a profound sense of historical responsibility, guided China’s economy to overcome difficulties amid a complex environment and progress steadily, achieving remarkable results in overall scale, incremental growth, and quality improvement. These accomplishments are particularly notable given the severe disruptions to the global economic and trade order and the lingering pains of China’s domestic transition from old to new growth drivers.

In October of last year, the Fourth Plenary Session of the 20th CPC Central Committee adopted the recommendations for the 15th Five-Year Plan, emphasizing the enhancement of the Party’s capacity to set direction, shape the overall agenda, formulate policies and promote reform, and ensuring that Party leadership is exercised across all aspects and stages of economic and social development. Leveraging the Party’s leadership as its greatest advantage is the fundamental guarantee for decisive progress in Chinese-style modernization.

The people-oriented approach is the guiding value. The CPC’s governance aims to continuously enhance the sense of gain, happiness, and security among the people. In the global fight against poverty, the CPC has led the Chinese people through eight years of dedicated effort, achieving a remarkable milestone. By the end of 2020, China had eliminated absolute poverty, lifting over 98 million rural residents out of poverty. Over the past five years, the per capita disposable income of rural residents in formerly impoverished counties grew at an average annual rate of 7.8%. In recent years, China has invested nearly 100 trillion yuan in public welfare, continuously improving healthcare, education, and other public service systems. The average life expectancy of residents has reached 79 years, and the surveyed urban unemployment rate stands at 5.2% on average, vividly reflecting the principle of “development by the people and for the people.”

Promoting high-quality development through high-level opening-up is a strategic choice. Tariff and trade wars harm the interests of all countries and undermine the multilateral trade system. China has stepped forward, both to safeguard its legitimate rights and interests and to defend international fairness and justice. China’s total goods trade has ranked first in the world for eight consecutive years, with exports consistently accounting for over 14% of global trade. In 2024, the total value of China’s service trade surpassed $1 trillion, ranking second globally. International exhibitions such as the Canton Fair and the China International Import Expo have become prominent platforms. China is a major trading partner for over 150 countries and regions, and implements zero tariffs on 100% of products for all least-developed countries with which China has diplomatic relations. In the first three quarters of last year, more than 20 million foreign nationals entered China visa-free, a year-on-year increase of over 50%, opening a new chapter in cultural exchanges between China and the world. With the implementation of island-wide special customs operations in Hainan, China is creating a new global benchmark for free trade.

Building a community with a shared future for humanity is a noble goal. The year 2025 marks the 80th anniversary of the founding of the United Nations. No matter how the international situation changes, China firmly upholds the UN-centered international system, the international order based on international law, and the basic norms of international relations underpinned by the purposes and principles of the UN Charter. After introducing “Three Global Initiatives”, President Xi Jinping proposed the Global Governance Initiative, promoting the construction of a more just and equitable global governance system. China stands ready to work with the international community to practice true multilateralism and to inject certainty and stability into a turbulent world.

In December of last year, China announced a new humanitarian aid package of $100 million to Palestine, to support the reconstruction and recovery of Gaza. As long as the Palestinian question remains unresolved, China’s support for the just cause of the Palestinian people will never cease. The principle of “Palestinians own and govern Palestine” must be upheld, and the two-state solution remains the only comprehensive, just, and lasting resolution to the Palestinian question.

The success of “China’s Governance” has never been mysterious. The path, concepts, and system that China adheres to are the guarantees of its achievements, which in turn have strengthened the determination of Global South countries to independently choose their social systems and development paths. China is willing to strengthen exchanges of governance experience with all countries and to openly share the opportunities arising from its development.

At present, China-Jordan relations are entering a broader phase of development. The two countries share converging ideas and common interests across a wide range of areas, including the promotion of high-quality development and the maintenance of regional peace and stability. China’s 15th Five-Year Plan aligns closely with the second-phase executive program of Jordan’s modernization vision. China is willing to expand and deepen pragmatic cooperation with Jordan across all fields, advance together on the new journey of modernization, jointly safeguard peace and stability in the Middle East, provide more stability and certainty to the world, and elevate the strategic partnership between the two countries to a new level.
