Supplement on Provisional Measures for Travelers to China

To further ensure the safety for international travelers, the provisional measures published on 27 December 2022 (http://jo.china-embassy.gov.cn/eng/dtxw/202212/t20221227_10995930.htm) is now adjusted as follows and will take effect on 17 January 2023.

All travelers going to China are still required to take a nucleic acid test within 48 hours before departure, and only those with negative test results are allowed to travel. The test certificates will be examined by the airline companies which operate direct flights to China, and be subject to spot checks by China Customs before entry. 

All travelers are requested to read and follow the attached “Provisional Epidemic Prevention Guidelines for Travelers to China” and “Requirements for Nucleic Acid Test Certificate” so as not to affect the travel:

Provisional Epidemic Prevention Guidelines for Travelers to China


1. Requirements for Pre-boarding Testing

All travelers going to China still need to take a nucleic acid test within 48 hours before boarding. Only those with negative test results can travel, and those with positive test results should travel after new tests returning negative results. Travelers should carry hard copies of the test result certificates for checking.

2. Instructions for Health Declaration

Travelers to China are required to fill out a health declaration form through scanning the following WeChat mini-program "Customs Pocket Declaration" QR code, or visiting the following link:

3. Pre-boarding Check

The airline companies will check the negative nucleic acid test certificates when passengers check in. Passengers without such certificates will be denied boarding.

4.In-flight Prevention

Passengers are advised to wear masks and take personal protection measures during the flight in order to minimize the risk of infection.

5.Entry Inspection

After arriving at the airport, travelers should present their customs health declaration code to complete the necessary customs clearance. China Customs will randomly check the negative nucleic acid test certificates required prior to boarding. Travelers with normal health declarations and no abnormalities found in routine entry inspections can enter directly. Those with abnormal health declarations or showing symptoms such as fever will be subject to tests by customs. Those testing positive are required to take home/residence self-quarantine or go to medical institutions. Those testing negative are subject to routine entry inspections according to procedures stipulated in Frontier Health and Quarantine Law of China.

6.Local Epidemic Prevention

After entering the country, travelers should abide by the requirements of local epidemic prevention and control measures.


Attachment 2

Requirements for Nucleic Acid Test Certificate


All test certificates should:

1. contain the name of the applicant (consistent with the name on the passport used for the flight to China) and preferably the date of birth and passport number.

2. contain the following test information: collect time or report time (at least one of them is within 48 hours before departure), test method (It should be nucleic acid test. Antigen test is not accepted), test result (The result should be “Negative”. “Uncertain” or “Grey Area” results are not accepted), name and contact information of the testing agency. 

3. use the official languages of the countries or regions from where the flights depart for China, or English. The certificates will be checked by the airline companies which operate the flights to China.

4. be hard copies. If the testing agency issues an electronic report, the traveler should print it out and bring it along.
